Woolston

Woolston Planning proposals submitted – have your say

Plans for the development of Woolston Riverside have now reached the next stage and have been submitted for consideration to Southampton City Council.

Two planning applications are now being considered.

A full application has been submitted by the South East England Development Agency (SEEDA) for development of marine space for Palmer Johnson. The plans are now open to consultation. This follows a previous outline application for the whole site submitted by Crest Nicholson Regeneration. In terms of the marine quarter, the application includes marine industrial space, a multi-storey car park, hotel and office space. Hythe Marine Park Ship Lift Facility

Marine facilities at Hythe Marine Park are now being marketed to prospective companies looking to gain access to this strategic waterfront location.

The facilities at Hythe Marine Park include a hangar of approximately 10,000m² which houses a platform (cradle) lift and slipway. The slipway hoist can move vessels of around 50 metres LOA, and up to approximately 750 tonnes up the railed slipway and on to the hardstanding. There is also an internal rail system which operates throughout the hangar this allows for traversing and dry docking of multiple vessels, protecting them from the elements. With the addition of a removable steel extension to the slipway cradle, larger vessels of up to c. 55m LOA can be slipped. There are also working berths and moorings adjacent in Southampton Water.

Have your say on the Marine Navigation Bill

Proposals to improve marine safety in ports and at sea were published recently and are open for consultation until 25 July 2008. The Marine Navigation Bill will improve the ability of the Secretary of State, harbour authorities and the General Lighthouse Authorities to manage shipping and allow the better management of wrecks to help to minimise their environmental and financial impact.

Shipping Minister Jim Fitzpatrick said:
"The standards of maritime safety in the UK are high and the professionalism of those who manage our shipping and ports is second to none. Accidents are thankfully rare but when they do happen the consequences can be catastrophic.
"This draft Bill brings together a number of measures to allow the relevant authorities to manage safety better and keep our seas and ports safe.

"I encourage everyone with an interest in this area to look at our proposals and to submit comments so that the Bill fulfils its aims as effectively as possible."

The draft Bill sets out legislative proposals to:
* allow the ratification of the International Maritime Organization (IMO) Convention in the UK so that the Government can compel ship owners to remove wrecks or, if emergency works are carried out by the Government or General Lighthouse Authorities, facilitate recovery of their costs from the ship owner or its insurers;
* enable the Secretary of State to direct a harbour authority which is exercising its functions unsafely;
* give all harbour authorities access to a power to give general directions to shipping;
* allow a Competent Harbour Authority to relinquish its unwanted pilotage powers;
* provide a simple way for the duties of a harbour authority to be extinguished where it no longer serves a useful purpose and to ensure any residual duties are carried out appropriately;
* permit the introduction of compulsory National Occupational Standards for harbourmasters and pilots;
* improve the regulation of pilotage exemption certificates; and
* modernise some of the powers of the General Lighthouse Authorities
The consultation paper on the draft Marine Navigation Bill has been published by the Department for Transport and can be found on the DfT's website at http://www.dft.gov.uk/consultations/open/marinenavbill The consultation, which will run in parallel with the Parliamentary pre-legislative scrutiny of the Bill, seeks views on the proposed measures so that the Bill can be prepared for introduction into Parliament as soon as possible. May Marenet event

MareNet Events prove popular with delegates

If you are interested in attending an effective networking event for the marine industry then why not consider MareNet?

MareNet events are popular and attract crowds of 60 to 80 delegates each time. The secret of MareNet's success is that topics covered remain fresh and informative. In addition, delegates are often treated to site visits as well as demonstrations of new technology. Discussion and dissemination of information is encouraged with events providing an open forum for debate and discussion

Recent themes have included innovation, business improvement, skills and training, the Daedalus site, Portsmouth Dockyard, environment and sustainability, skills and Olympic opportunities. Traditionally, MareNet events are free and include presentations, questions and answers sessions followed by refreshments and networking.

Seven MareNet meetings have already taken place in 2008 with more planned for the months ahead. However, to help keep us on our toes we are asking businesses to comment on issues they would like to be covered in the future. Ideas which have already been requested are international trade, supply chain issues, business efficiency and site visits.

Companies often comment they would like events to address skills shortages, but events like these seem to attract the lowest turnout. If you have any suggestions on how this topic can be addressed in a more appealing way please email sarah@marinesoutheast.co.uk .

The next MareNet event will be on Monday, 23rd June from 4pm to 6pm and include refreshments and canapés. The event will examine the Waterfront research findings and will be held at the National Oceanography Centre in Southampton. Students review Marine South East’s marketing and communication activities

The Marine South East PR and networking group recently commissioned a group of Southampton Solent University students to undertake a piece of research on the effectiveness of our marketing and communication activities, including the website, hard copy newsletter and email news services.

The three graduate students, Marta Mariné, Cecile Bouvier and Jeanette Pletten devised an online questionnaire to measure the levels of satisfaction among the recipients of these services as part of their masters degree in marketing.

Results showed that in general the readership is very happy with the newsletters and website and that they feel that being a member of marine South East has benefited their business.

- 81% felt that being a member of marine South East has benefited their company
- 88% of member visit the website, 78% of whom find the information up to date and well designed
- Those receiving email and the hard copy newsletter find the information in them relevant, interesting, up to date, easy to read and well presented

The students recently presented their findings to Marine South East’s PR and Networking working group and came up with a number of very useful recommendations for some changes to all our communications channels which we plan to implement over the next few months.

Stuart Thompson, Chair of Marine South East’s PR and Networking group congratulated the students on their work on this project:
“We very much appreciated the work that you put into your research, analysis and presentation of the results together with your recommendations and conclusions which as you saw generated an extremely lively and useful debate regarding our Communications!

“I know we have benefited from the research that you undertook and we are already putting into practice some of your excellent recommendations and no doubt the debate will continue on some of the others! I hope that you all found it a useful exercise and were able to learn from aspects of it and will be able to use the experience in your future careers.”

Marine companies can take advantage of this extremely useful programme organised by Southampton Solent University – we’ll publish details of when they are next recruiting projects for students later in the year.

Competition Heats Up as Schools Marine Challenge Race Day Approaches 1st July 2008

The Schools Marine Challenge race day is nearly upon us, with entrants making final changes to their craft. Students from schools across the South East have spent many hours in the workshop honing their marine design and engineering skills to develop a winning entry. In fact some schools are taking Schools Marine Challenge a step further and have included it within their curriculum work.

At Leigh Academy in Kent, for example, the whole class has made over 20 solar boats. Pupils have worked in pairs to race the solar boats at school. The construction of the solar boats, combined with the internal races, has been used as part of their fulfilment of the national curriculum. Schools Marine Challenge plays a pivotal role in linking schools, curriculum and the marine industry.

Recently, the Schools Marine Challenge has been integrated into the BTEC Vocational 1st Diploma Engineering, Unit 10: using CAD Drawings. Many schools have welcomed the new engineering diploma and competitions which link with industry also help to drive skills development across the South East. Schools Marine Challenge is also of advantage to schools as it makes engineering popular for pupils whilst giving a mapped programme for staff. It provides a wealth of resourced opportunities for pupils to investigate in a dynamic field, leading to coverage of all aspects of the vocational curriculum.

For the third year running Marine South East is also sponsoring the Spirit of Innovation awards at the show. John Denham MPwill present winners with their awards at the dinner on the first night. Seawork 2008

Recruitment tops the agenda this year’s Seawork

Do you have vacancies to advertise? The Maritime Training and Careers Pavilion is back, bigger and better, at Seawork 2008. Not only does the Pavilion contain recruitment agencies and maritime training organisations, other companies eager to promote their services to the commercial marine sector have also booked space. MoD carrier

MoD Green Light for Carrier Order

The MoD has announced today that it is ready to proceed with the contract signature for the two new super aircraft carriers. HMS Queen Elizabeth and HMS Prince of Wales will be the biggest and most powerful surface warships ever constructed in the UK, and will remain in the fleet for an expected 50 years from entering service in 2014 and 2016 respectively.

Industry is now expected to proceed with forming a joint venture company, BVT Surface Fleet, which will help build the two carriers. The Joint Venture, to be formed by BAE Systems and VT Group, will be a key member of the Aircraft Carrier Alliance of companies which will construct and assemble the new carriers at shipyards including the South East's Portsmouth.

BVT Chief Executive Designate Alan Johnston, pictured left with David Hewitt of MDC, was at the Marine Design Centre last month to brief members on the company formation and key programmes, and once the joint venture has been formed we will be seeking to work with BVT to involve MDC members on their future programmes.

Of today's announcement, Defence Secretary Des Browne said: "The two aircraft carriers will provide our front line forces with the modern, world-class capabilities they will need over the coming decades. They will support peace-keeping and conflict prevention as well as our strategic operational priorities.

"This is an important day for the project and I am delighted that we are moving closer to signing the contracts for the manufacture of the carriers."

Minister for Defence Equipment and Support, Baroness Taylor, added:

"Today's confirmation that we are proceeding with the two aircraft carriers underlines our commitment to both the Royal Navy and to the UK shipbuilding industry. We are investing about £14 billion in the Navy and in the maritime industry over the next ten to fifteen years. The future carriers will provide an important military capability and will sustain many jobs - around 10,000 at the peak of production."

Help for marine manufacturers looking to develop their business

The Manufacturing Advisory Service South East has been helping companies in the region to develop their manufacturing capability. The organisation is part of a national Government manufacturing initiative and is funded by SEEDA. It was ooriginally set up by the Department of Trade and Industry (DTI) but is now a programme of the Department for Business, Enterprise and Regulatory Reform (BERR)

It was set up to introduce business improvements into as many companies as possible in order to raise the productivity of UK manufacturing.
The modern definition of manufacturing is broad; covering the full cycle of activities from research, design and development, production, logistics, and service provision to end of life management. Some of the support services that MAS-SE offers include:

One company to benefit from the help on offer is Lewmar, designers and manufacturers of steering systems, anchoring systems, winches, hardware, bow thrusters, hatches and port lights since 1950.

The design, craftsmanship, reliability and commitment to supporting the marine industry has made its name synonymous with consistent quality and global market leadership. Empowering boaters with a greater sense of control, Lewmar understands the need for performance and absolute control over an individual’s craft.

Based in Havant, Hampshire, Lewmar began to experience a number of issues within their windlass assembly area which were not meeting company or customer expectations. Products were not reaching dispatch on-time and the team was not working together to amend the situation. Processes had to be streamlined but due to a lack of expertise within the field of lean, Lewmar called upon the Manufacturing Advisory Service (MAS) South East to introduce them to a number of essential lean manufacturing tools and techniques.

Prior to the implementation of the MAS South East five day ‘Rapid Improvement Workshop’ (RIW) to improve the windlass assembly area, two key objectives were agreed upon. First, to improve productivity within the assembly area with the use of lean tools and techniques and secondly to encourage the team to work together in solving problems by using process mapping information flows to see the current state of the production process.

During the five day Rapid Improvement Workshop, led by Senior MAS South East Specialist Patrick Lee, a team of nine Lewmar employees were introduced to a number of lean manufacturing techniques and principles, including manufacturing simulation, process mapping and 5S. Opportunities were identified for improvement using a process mapping exercise and an action plan was created, implemented and completed as a result.

South East leading the way in development of marine renewable energy

We already have hydro-electricity and growing wind and biomass energy industries but there are other opportunities out there too. Harnessing marine renewable energy, more specifically wave and tidal stream energy, is not new but it is only now that we are focussing on making it a reality.

Marine renewable energy can provide a significant contribution to our energy needs in the future. We have a huge untapped resource in the UK, but we need to put in place the technology, infrastructure and support to make best use of this clean inexhaustible energy supply.

The Anaconda project being developed by Checkmate Seaenergy uses an entirely novel concept to harvest wave energy. This resource is free and widely available to the UK and Eire as well as other countries with west facing ocean seaboards.

The inventors (Professors Rod Rainey and Francis Farley FRS) have developed the concept of a distensible rubber tube, floating head to sea, in which bulge waves are excited by passing sea waves. The bulge waves are then used to drive a turbine generator. It is the long ocean swells which have most energy; developed by winds over hundreds or thousands of miles; these are the ones Anaconda uses. This is a particularly rich, but as yet untapped, energy resource which Government studies state could produce 3% - 5% of our electricity initially and up to 20% eventually.

The Anaconda team has now developed the concept in the most rigorous way to produce information which shows that Anaconda has the potential to be one of the most cost effective sources of renewable energy. The Seaenergy team is now embarking on a research and development programme which will develop the system and demonstrate what Anaconda is capable of.

Initial model tests carried out at Southampton University, have shown correlation between actual results and those of the theory. The interaction of the bulge tube with the surrounding sea waves is very complex and is the subject of an Engineering and Physical Sciences Research Council grant funded study lead by Professor John Chaplin, Fluid Dynamics. The study will result in a detailed numerical model of the bulge tube being developed and will help us to optimise tube efficiency in real sea conditions.

BBC’s Dragons’ Den is now auditioning for the 2008 series of the popular TV Show. It offers entrepreneurs the chance to make their business dreams come true. If you’re genuinely seeking investment for your business idea or invention, they would like to hear from you.

The rules are simple: entrepreneurs can ask for any amount of investment in return for equity in their business. However, they must get the amount they ask for or they will walk away with nothing. The Dragons are prepared to listen to a pitch for any kind of business but they must be convinced that it will make money.

As demonstrated by the investments in the last four series, ideas, businesses and products that meet some or all of the following criteria stand a good chance of securing the Dragons' interest:

Free ANSYS Seminar on Simulation Technology in the Marine Industry, on Tuesday 17th June 2008.

This free seminar will show the use of Finite Element Analysis and Computational Fluid Dynamics (both potential flow and viscous RANSE) in the Marine Industry. Meeting expectations is easier when simulation is utilised early in the process, rather than concurrently with testing or after a physical prototype failure.

SEEDA Waterfront MareNet event, Monday 23rd June 2008 4.00-6.30pm

Venue: National Oceanography Centre, Southampton

The long awaited findings from the SEEDA Waterfront Strategy Research will be presented and debated in an open forum MareNet event taking place on Monday 23rd June 2008.

Registration for the event will begin at 3.45pm with presentations starting at 4.00pm promptly and a networking reception concluding proceedings at 6.30pm.

The event will include presentations from a number of people who have been closely involved in this comprehensive research to look at the impact, implications and importance of the waterfront for the continued growth of the marine sector. Presentations will include:

- Main findings from the SEEDA Waterfront Strategy Research both economic impact and planning and land-use
- SEEDA's view of strategic waterfront sites and response to the research and its findings
- Open discussion on the implementation of the findings and actions for the future

This event is important for all marine companies interested in the future growth of the sector and is your chance to interact with SEEDA on this vital and important issue.

The event will conclude with a networking reception over refreshments and canapés which has been kindly sponsored by Hampshire County Council.

Annual Marine Spill Seminar, 2 and 3 July 2008
