Konrad Aspinall and Keith Read

New Board members at Marine South East

Marine South East recently appointed two new board members Konrad Aspinall and Keith Read.

Konrad Aspinall is the VT Group Strategy and Business Development Director. His primary responsibilities are developing Group Strategy and indentifying and expoiting new market opportunities as VT diversifies it's activities from ship building into broader support services. Formerly Konrad a business development director in Costain Investments, specialising in structured finance opportunities. Konrad started his career as a transport economist with WS Atkins, moving into WS Atkins investments with the emergence of the Governments PFI initiative. Konrad is also a keen sailor and keeps his Hallberg Rassy 31 at Haslar Marina in Gosport.

Keith Read served as an engineer in the Royal Navy for thirty three years. His appointments included Senior Engineer of the Polaris Submarine HMS REPULSE, Executive Officer of the Clyde Submarine Base, Deputy Director of Logistic Plans, Captain Surface Ship Acceptance and British Naval Attaché in Italy and Defence Attaché in Albania throughout the Bosnia crisis. He attended the Royal College of Defence Studies in 1990 and was appointed CBE in 1997. On leaving the Royal Navy in 1996 he managed the development of investment opportunities in Croatia and Albania for a small finance company, and then set up an engineering consultancy.

He was appointed Director General (now Chief Executive) of the Institute of Marine Engineers in January 1999 and has driven through the Institute's move to its new headquarters and emergence as the Institute of Marine Engineering, Science and Technology (IMarEST) with a revised Royal Charter. IMarEST is licensed to award Chartered Engineering and Science status to appropriately qualified engineers and scientists. Keith Read was a founding Member of the ETB; sits on the Science Council and is a member of the Technical Committee of the RNLI. He chairs the Engineering Institutions Chief Executives' Committee (G15). He is a Member of The US Society of Naval Architects and Marine Engineers and a Fellow of the Institute of Marine Engineering, Science and Technology, the IET and the Royal Society of Arts.

Solent Marine Community

Solent Marine Community publishes new brochure

As part of the SEEDA-funded Solent Marine Community project Marine South East has published a brochure and website promoting the Solent area. The target audience is primarily overseas companies and the objective is to attract inward investment.

Both the brochure and website feature around forty profiles that reflect the mix of Solent-based businesses, research organisations, business support organisations and amenities that make the Solent area an attractive proposition for overseas businesses seeking to establish a UK presence.

The brochures will be made available at overseas and UK boat shows and exhibitions, and through UK Trade & Investment (UKTI).

Dubai Boat Show

Superyacht UK pavilion helps South East companies make the most of Dubai International Boat Show 2008

The sixteen companies that exhibited in the Superyacht UK pavilion at this year’s Dubai International Boat Show (DIBS) all reported strong interest and growth in the Middle East Marine Market.

Overall the 16th Dubai Show has registered a 20 percent growth in floor space, with around 400 boats taking advantage of this extra room - a record breaking figure for the Show, which has firmly established its position as the number one event in the region.

Superyacht UK, an association of the British Marine Federation, has 130 plus members representing the full spectrum of Superyacht activity from design, build and equipment to services. A selection of these companies were showcased within the Superyacht UK pavilion located in the Luxury Services & Supplies tent at the Show.

Sarah Dhanda from the British Marine Federation commented on the relationship between Superyacht UK and the Show: "Many of the exhibiting companies have enjoyed expanding on their experiences of the 2007 Show. DIBS' success only highlights the excellent capabilities of the UK Superyacht sector. We have received extremely positive feedback from exhibitors, whom are enthusiastic regarding the future of the market."

A new exhibitor at the Show, Flagship Superyacht Academy had a successful introduction to the market. John Watts, International Sales Manager explained: "This first visit to the Dubai Show has proved very successful for Flagship Superyacht Academy. We have experienced a positive response form both business and trade contacts as well as consumers. Visitors to the Superyacht UK pavilion have also included representatives from other countries who are looking for assistance with their Superyacht training."

Portsmouth University MareNet event highlights technology and innovation capabilities available for marine companies in the region

Over 50 delegates enjoyed a full evening discussing innovation and technology in the marine sector at March’s MareNet event held at the University of Portsmouth.

The event began with a tour of the University's state of the art facilities which offers highly advanced capabilities for marine companies including rapid prototyping and manufacturing, composites and materials testing and metrology. A number of high profile marine companies were given as examples of using the universities facilities for their product development, prototype design and engineering solutions.

Celebrating 100 years this summer, speakers from the University of Portsmouth discussed their unique capabilities as well as their desire to work with SME's in the marine sector to develop innovation, research, design and manufacturing projects.
They also highlighted their experience in attracting funding to assist small companies with collaborative projects and a number of well known marine brands were given as examples. These included the development of yacht deck equipment, nano-gelcoats, next generation epoxy resins, new yacht designs and special marine adhesives.

Professor Nick Bennett talked about the university's rapid tooling capabilities which can enable marine companies to develop new products at a fraction of the cost and in less than a week; compared to around 8 weeks in the Far East.

Dr Jasper Graham-Jones talked about the University's Marine Sports Technology Degree, which gives graduates practical, relevant experience enabling them to be productive employees from their first day. Modules on the course include CAD, marine technology, naval architecture, composite materials, small ship surveying, contract law and patents, business planning, marketing, leisure skills. In addition, all students are involved in company placements to give them as much work experience as possible.

Martin Lloyd talked about the University's Purple Door initiative which offers a One-Stop-Shop for marine businesses covering student placements, graduate employment, Research and Development projects and funding, business solutions and knowledge transfer projects.

EDSnet: An Active Year and New International Links

Through the Environmental Decision Support Network, (EDSnet) Marine South East co- hosted a successful cross-border Ocean Monitoring Innovation Workshop and reception. Both events were supported by SEEDA and took place during the Oceanology International 08 Exhibition at Excel, London on 12 March. The workshop was held onboard the French Naval Vessel ‘LAPLACE’.

France and the UK contain many leading companies and research institutions in the field of ocean monitoring. The workshop was hosted by Marine SE and the two French Maritime Clusters (Pôles Mer) to present opportunities for international collaboration and financing.8 UK organisations and 16 French organisations, mostly companies participated. The three maritime clusters presented their ideas about priority topics for collaborative projects and financing opportunities.

During the evening reception MSE, the two Pole Mer and SEEDA signed a memorandum of understanding to agree to further cooperation and collaboration.

Throughout the last year EDSnet has been focusing on a number of key areas relevant to the capabilities of the network membership and has built these into new collaborations to create funded projects. A new project (CAMS) bid was submitted in February to the European Seventh Framework Programme. The project is concerned with Coastal ad-hoc Monitoring and aims to enable the transfer of medical biosensor know how into the field of ocean monitoring. If successful this will represent a huge advance in capability. The project consortium consists of: Marine South East, The University of Surrey, The University of Southampton, Chelsea Technology Group, NKE, Geodata, The National Oceanographic Centre, Pole Mer PACA, ACSA, Hydromod, and Pole Mer Bretagne. The bid evaluation results are expected in June 08.

EDSnet project update

The EDSnet EMSAC, (European Marine Scientific Applications Consortium) FP7 bid scored very highly but did not secure funding. However it triggered a growing interest in knowledge networking on a European Scale, particularly in cross border applications. There is recognition of a need for industry focused cross-border networking in areas of innovative applications. Through EDSnet activities MSE has positioned itself at the centre of a growing international knowledge network that is well placed to engage with the European Research Area and develop technology themes beyond the end of the Knowledge Network Programme.

The network has also been working up a project proposal (eMore) that utilises its member's expertise in sensor networking and data fusion in the management of marine assets. Many of the capabilities that exist within the EDSnet membership will be incorporated into risk based systems to optimise the maintenance and operation of large off-shore wind farms and other high value assets.

Marine South East is also supporting the University of Southampton led 'DRIFTNET' project bid. DRIFTNET promises to provide an affordable sensor platform capable of gathering a variety of data and transmitting it ashore in previously unmanageable ways. The ability for DRIFTNET to be rapidly deployed in response to, or even in advance of, an incident at sea will be of great benefit. The system and its diverse applications will be of interest to EDSnet and its members.

EDSnet is also looking at smart route optimisation systems aimed at reducing the fuel consumption and environmental impact of shipping. The sensor networks needed to gather the required high resolution metocean data for such systems are of particular interest to EDSnet members.

EDSnet beyond the Knowledge Network Programme
The Knowledge Network Programme will come to an end in September 2008. Over this summer SEEDA will conduct a comprehensive review of the outputs and added value all the Knowledge Networks have demonstrated. It is hoped that SEEDA will continue to support the most promising and productive network activities.

GKN tank

New opportunities mark the end of an era for the GKN No.3 Towing Tank

After 38 years of providing high-speed hydrodynamic testing services to the marine industry the historic No3 towing tank at GKN on the Isle of Wight has been decommissioned. Overwhelming commercial pressures have forced GKN to reluctantly dismantle the towing tank. The space is to be used for additional aerospace manufacturing activities that will provide employment for up to 50 people. Marine South East has been working with GKN to develop a strategy for the future provision of hydrodynamic testing facilities.

The 200m long tank was built in 1969 by the British Hovercraft Corporation primarily to test the SR.N4 cross-channel hovercraft designs. Throughout its life the facility's high-speed capability and computer controlled wave-maker have made it particularly suitable for the testing of many vessel types; fast patrol boats, catamarans, SWATH'S, motor yachts, lifeboats, fishing boats, coasters, survey ships, ferries, barges, high performance yachts, work boats, hovercraft and underwater vehicles. In addition to the British Hovercraft Corporation and its descendants the tank has been used by the University of Southampton's Wolfson Unit, BMT SeaTech, Seaspeed Marine Consulting, MTMC and others who have all performed tests for an international client base.

Ian Campbell of the Wolfson Unit said "Over the last twenty years we have completed many successful projects using the GKN towing tank. Although we fully understand GKN's position, the loss of this facility is regrettable as hydrodynamic test facilities are a vital component in the UK marine industry supply chain. The Wolfson Unit has now had to move some of its tank testing activities to facilities in France and Eastern Europe. For the future, we are hopeful that the lost capabilities will return to the region. The University has recently been granted outline planning permission for a 'Maritime Centre of Excellence' to be built at its Boldrewood Campus. These plans include a hydro-sciences facility with a state-of-the-art towing tank that would enable us to attract additional business."

Marine South East recognises the importance to the regional and national marine sector of a comprehensive and competitive hydrodynamic testing capability. Since first learning of the possible closure of the GKN tank MSE has worked closely with GKN, SEEDA and the Isle of Wight Council to explore options that could prevent the decommissioning of the tank. Unfortunately the urgency of GKN's need for space has prevented a workable solution being found.

Faced with the closure of the tank MSE has instigated a process with key stakeholders to examine the implications resulting from the loss of the facility and to develop a strategy for the future provision of hydrodynamic testing facilities. It is hoped that funding can be secured to develop a replacement tank that will enable the UK to offer a comprehensive range of internationally competitive hydrodynamic testing facilities. With this aim in mind, SEEDA and the University of Southampton funded MSE to arrange the salvage and storage of the most valuable reusable components from the GKN site. With the generous cooperation of GKN this work has been completed, the reuse of the salvaged parts will represent a significant cost saving in the construction of a new facility.

Vospers technology finds its way into the Schools Marine Challenge

Schools Marine Challenge plays an important part in the development of links between schools and businesses across the South East. By working together knowledge is shared and the next generation of marine engineers and designers are on their way to success. Already the competition between the 20 schools involved in this year’s Challenge is heating-up with St Anne’s Convent Girls School in Southampton taking a very methodical and scientific approach.

Organised by the British Marine Federation and Marine South East, the aim of the challenge is to introduce school children to the world of marine engineering. Marine companies across the south east link up with local schools to give the pupils an insight into the world of boat building.

Tony Sharples, a teacher at St Anne's, has a background in Vospers, and so it is no surprise that the school is drawing on this to give it a competitive edge. The St Anne's team have built a test tank complete with a light gate and interchangeable pulling mass to determine the effects of hull design dynamics. Carefully recording data to compare and contrast, the students are aiming to arrive at the best solution for their entries in two classes of the competition - solar and electric powered craft. The girls are working twice a week at lunchtime and after school using scaled down wooden hull forms of several different types, some tried and tested in full sized craft, others as an evolution of these to see if they can optimise performance.

Design, Science and Maths staff, are involved in the project demonstrating that a variety of disciplines are necessary for a team to come up with a comprehensive design. They have a 4m test tank built in the school and have developed 7 hull designs so far. The latest move is to develop planing hulls, with early signs in the tank showing considerable advantages if they can get the power, especially from the solar panel category.

Since its inception the popularity of Schools Marine Challenge has grown with entries up 50 percent sine 2006. Both business and schools take this competition seriously and welcome the challenges they face as they compete to see who will be this year's winning entry. This year's school entrants include:-

Kingston University’s customised degrees meet UK marine business needs

Kingston University (KU) has a strong track record of working closely with business to ensure that the learning opportunities it provides are valuable to employers and students. To this end, they are always on the lookout for new ways to contribute to the success of businesses.
Kingston has been encouraged by the Government to build on existing strengths to develop a new kind of work-based learning Foundation Degree (Fd). This will enable company employees to carry out a programme of study based on subjects and projects closely relevant to individual business’s needs. Learners will not have to attend traditional classes, but will participate in an online learning community with other work-based learners.

The aim is to ensure that the programme provides real practical benefit to the employer and employee, as well as providing the work-based learner with an opportunity to gain a qualification.

KU is already a leading provider of Fds, across a broad range of vocational subjects. For example, it provides over 80% of the UK requirement for Aircraft Maintenance Technicians, and is a significant provider of work-based learning at both the undergraduate and post graduate level.

The University sees this new departure as building on it's strengths to provide wider opportunities for vocational learners and their employers. 'Learners will be able to study in a way that's flexible in terms of time and place, and will be able work on topics of relevance to them. We aim to break down many of the barriers that prevent employees and employers benefiting from Higher Education,' said the Project Director, Cate Thomas.

The programme is initially focusing this programme on Small and Medium sized Manufacturing Enterprises in London and the South East. Both the National Skill Academy for Manufacturing and the Manufacturing Advisory Service are advising the University on general business requirements.

In addition to this, Kingston realises that this programme will only be successful if it meets the specific needs of real companies and has been getting valuable input from individual businesses. Help for those looking to take on work experience students

AIESEC is an international organisation that matches skilled students and recent graduates from over 100 countries with companies in the UK. Companies can access a database of thousands of potential candidates who are looking for traineeships of 2 to 18 months.

AIESEC is a registered charity founded in 1946. It sends over 4,000 applicants each year to work abroad. All exchange participants are carefully selected - their qualifications have been verified, and they have already acquired teamwork, business, and leadership skills through the "AIESEC eXperience".

The applicants on the database have a huge range of skills, and because they come from over 1,100 top universities in the world they are qualified to work across a range of professional environments.

AIESEC provides a hassle-free service - visa and work permits are sorted out by their national office. In addition to this, incoming trainees benefit from a support network to help them integrate in the UK, help them find accommodation, and make them feel welcome.

Intrinsys engineers will introduce you to the basics of CATIA and get you up and running on your own as quickly as possible. If you bring along a typical part from within your business the team can help to show the benefits that you can expect from using CATIA. You will then be able to evaluate the software for yourself and the team of engineers will be on hand to show you best practice methodologies to suit your needs.

Marine South East is delighted to be partnering with Business Link Sussex and Northbrook College to bring you this Business Improvement in the Marine Sector MareNet event on Wednesday 16th April 2008 from 4.00pm to 7.00pm at Northbrook College (Shoreham Campus), Shoreham Airport, West Sussex.

The event will give marine businesses a snapshot of some of the business support tools available for marine companies in the Sussex region and will include presentations from

- Business Link Sussex - David Rowlands giving an update on their business support initiatives
- UK Trade & Investment - David Nicholls talking about developing international marine markets
- SEEDA - Gilly Bartrip the Area Director for the Sussex region will speak about opportunities for the marine sector within the region
- Northbrook College - Geoff Sperling will talk about engineering skills and training facilities at the college including a pilot engineering diploma for 14-19 year olds
- University of Brighton - talking about their pier to pier learning initiative; ProfitNet and other ways they can assist marine businesses

This will be the inaugural MareNet event for marine companies in this part of the SEEDA region and will form the basis of future marine networking events in this area. Companies attending will learn about business support initiatives available to marine companies and will be given an opportunity for an open discussion regarding local barriers to development and issues affecting the marine sector.

Prior to the presentations delegates will be given a guided tour of the excellent training facilities at Northbrook College.

RCD Awareness Course – Are you up to scratch with the directive?, Wednesday 23 April 2008

Venue: Hatton, Warwickshire

BMF's RCD course just got bigger and better! Following on from the very successful half day RCD workshops organised by the British Marine Federation last year, this course has now been extended to a full day course, to cover the topic in more detail. With two full courses in February and March, we have added a third date in Hatton, Warwickshire on Wednesday 23rd April.

The Course is relevant to:
- All those with responsibility for the design and construction of recreational craft, for example: directors, managers, designers, consultants and surveyors;
- All those involved in boat building who are responsible for the supply of equipment to any new boat, including engine suppliers;
- DIY builders who wish to CE Mark their own boats.
- Importers of agents for boats built outside the UK

Detailed content:
- The background and legality of the RCD;
- Boat design categories;
- The detail of the compliance modules;
- The responsibilities of the Notified Bodies;
- The "Essential Requirements";
- The relationship between the directive's requirements and the use of EN/ISO standards;

MareNet Event - Training, Apprentices and Workforce Development in the Marine Sector, Tuesday 29th April 2008 – 3-7pm

Venue: HMS Sultan, Gosport

Marine South East will be partnering Flagship Training and Gosport Borough Council to bring you this comprehensive Training, Apprentices and Workforce Development in the Marine Sector MareNet event taking place on Tuesday 29th April 2008 from 3.00pm to 7.00pm at HMS Sultan.

The event will include a unique opportunity for marine companies to tour the extensive and wide-ranging training facilities at HMS Sultan, including the wood working training workshop, GRP and composites training facilities and the main engineering machine shop.

A variety of speakers will provide information on the opportunities and support for training, workforce development and apprentices in the marine sector including specific presentations on:

“CLASSIFICATION” - What this means for business and the procurement of naval platforms and equipment, Tuesday 29 April 2008

Procurement of maritime defence systems in recent years has seen an ever increasing use of commercial specifications for UK defence equipment and platforms. Lloyds Register, and other classification societies, have developed specific "Class Rules" as these would apply to naval platforms and naval equipment seeking "Classification" under traditional commercial standards.

The recent formation of an alliance, between the UK Ministry of Defence, BMT Defence Services Ltd. and Lloyd's Register EMEA, in the Naval Ship Assurance Support Services (NSASS) will take forward the practical implementation of this emerging trend to a new level. It has been conceived to develop, assist in the application of, and improve the framework for naval ship specifications, standards and assurance.

The seminar aims to brief the wider UK naval and maritime defence industries on the current progression towards "class rules" in the procurement of naval platforms and equipment with specific reference to the CVF and MARS programmes. It will especially focusing attention on the impact this will have on business opportunities for SMEs.

PROGRAMME
The seminar will focus on the following topics:
Impact of "classification" for the CVF including interface with issues emerging from magazine safety standards, explosive regulations, airworthiness certification, etc. and the limits of applicability of classification rules.
Impact of "classification" for vessels designed for afloat support, including interface with IMO regulations, applicability to refuelling and re-ammunition rigs and installed military equipment and exceptions.
Historical summary of classification, development of class rules and the new Naval Ship Code with particular reference to incorporating defence & naval engineering standards for naval construction and equipment.

The Naval Ship Assurance Support Service (NSASS) and its role in contractual services associated with risks and balance of investments and the impact of progressive migration of defence related standards towards "commercial off-the-shelf" (COTS) standards.
