Foreword

Many companies are unaware of the support available to them through government and other agencies, including support for research and development projects. This will be the topic for the first Marenet event since Marine South East took over the mantle earlier this year. Over the coming months we will be working to engage companies previously unaware of the value of these networking events, as well as offering a new and exciting programme of events for our regular attendees.

The programme will also include discussions on the Waterfront, with ongoing projects working towards producing a waterfront strategy that will help ensure the protection of this resource for local businesses. A workshop on 27th April is inviting input from companies - go to the events section for more details.

Marine South East pledges to look at how companies can make the most of R&D tax credits

Research and development (R&D) tax credits will rise under the 2007 Budget announced by the Chancellor late last month.

From April 2008, the large company credit will go up from 125 per cent to 130 per cent. And the credit available to small and medium-sized firms will rise from 150 to 175 per cent.

The increases were part of a range of measures aimed at improving UK productivity and ensuring competitiveness in the global economy. Changes included a two pence cut in corporation tax and a 25 per cent cash increase in public investment in science by 2010-11.

'To lead in global competition - and particularly to secure our place in the high value-added, investment-driven growth sectors of the future from modern manufacturing and the creative industries to business and financial services and the city - Britain must champion open markets flexibility and free trade - an open and inclusive globalisation, not protectionism,' Chancellor Gordon Brown told parliament.

'And here the right policy is to combine the most modern and flexible competition regime including, as announced today, the further extension of risk based regulation - into employment tribunals - with the most effective incentives and support for British investment and British innovation,' he said.

Marine South East is planning to look at R & D tax credits in a future Marenet event as there has been past speculation on whether companies are finding the processes and procedures to apply for this tax relief too complex and time-consuming.

Portsmouth Naval Base

Compelling new evidence shows the potential devastating impact of Portsmouth Naval Base closure on the south east’s economy


An independent report has been commissioned jointly by Portsmouth City Council and the South East England Development Agency (SEEDA). It shows that the naval base and associated defence related industries and jobs are worth £680 million to the region’s economy every year.

The report was produced by the University of Portsmouth and was commissioned as a result of the Ministry of Defence’s (MoD) review of the future of Britain’s three main naval bases – Portsmouth, Devonport (Plymouth) and Clyde/Faslane.

The university report gives further proof of how Portsmouth Naval Base is at the heart of the local defence ‘supply chain’ with many small specialist industries working directly or indirectly for the base or one of the three large contracting companies based inside – VT Shipbuilding, Fleet Support Ltd. (FSL) and BAE Systems.

The base is a Centre of Excellence from design concept and shipbuilding to worldwide support, repair and disposal of ships. It has built up training excellence which it shares with related suppliers. Portsmouth and south Hampshire is also home to one of the UK’s leading high-tech super clusters spanning electronics, aerospace and defence, and IT.

The naval base is a key catalyst of this activity with research and development from internationally renowned companies providing the Royal Navy’s military advantage. The defence industry centred around Portsmouth and the wider south Hampshire economy has many of the skilled people and facilities needed to continue to deliver a world-class navy.

The new report, by the university’s Centre for Local and Regional Economic Analysis at the Portsmouth Business School, updates a previous study of 2005 and seeks to help the MoD to understand the role of the naval base in the local economy.

The University of Portsmouth recently re-ran its model based on the assumptions that were provided by the MoD’s Defence Analytical Services Agency. These assumptions, including the phasing of any job losses and clarification on the treatment of ships’ companies, has resulted in a clearer picture of any potential job losses and other indirect economic impacts.

Under current MoD assumptions, there could be up to 5,150 direct and indirect job losses - excluding ships’ crew - in Portsmouth, Fareham, Gosport and Havant alone.

New Marenet programme announced

With a move from Business Link to Marine South East, the Marenet branding will continue in 2007 to offer informative and thought-provoking topics for discussion on a whole range of issues. The first event is planned for 8th May at Chichester Yacht Club.

Starting the programme will be an event in Chichester on Profitnet.

The Profitnet scheme helps a group of marine companies come together to share knowledge and experience and work together to find solutions to common problems. The network is a new way of learning and growing organisations and the ProfitNet programme is available entirely free of charge to companies.

ProfitNet was developed by the Centre for Research and Innovation Management (CENTRIM) at the University of Brighton. The network’s aim is to provide organisations with a unique opportunity to form close alliances with one another under the expert guidance of professional facilitators.

Participants in this exciting programme will discover new ways of problem solving and address issues of sustainability such as sourcing funding, managing innovation, creating new products and services and building new networks and partnerships.

Commercial sector meet the buyer event planned for SeaWork 13th-14th June 2007

Following the successful meet-the-buyer events held in Portsmouth in July 2005 and May 2006, with key partners Portsmouth City Council, UKTI and the British Marine Federation, the proposal for 2007 is to hold a buyer event at SeaWork in June, focusing on the commercial maritime and EEZ sectors.

This will provide two distinct meet-the-buyer events for the UK marine industry: leisure marine at London Boat Show; and commercial marine at Seawork. The Maritime Industries Meet-the-Buyer will be held at Seawork, Southampton over the second two days of the show, 13-14 June 2007.


The buyer meetings will be held in a defined area within the Seawork exhibition. This area will be designed to enable 20 simultaneous meetings, logos and promotional materials for the buyer companies, a reception desk and waiting/coffee area for the vendors. Access to the show is free and there will be free parking on site.

The proposed sector coverage will be on buyers and suppliers in the following sub-sectors:
• Dockyard and ports supply (equipment and services)
• Maritime security
• Maritime surveillance and vessel management systems
• Naval equipment
• Commercial equipment
• Commercial vessels (all sizes and types)
• Related services

Target countries for the overseas buyers will be identified by the event partners and UKTI overseas Posts, and will take the new UKTI strategy into account.

Vendors must be British-registered companies and can be exhibitors at Seawork or non-participants. Overseas companies asking to be involved as vendors will be considered on a case-by-case basis, but will have to pay more than UK companies (as main funding is provided by UKTI).

Vendors will register on a website that will enable them to write their profile and to request meetings with specific buyers. Meetings will then be coordinated by the Seawork team.

Richard Barron

New project manager in Kent

Richard Barron has been appointed as the East Kent Marine Project Manager in a joint undertaking between Marine Southeast and the East Kent Partnership.

With a strong background in marketing and strategy as well as a passion for the sea Richard will be looking for opportunities to develop existing businesses, bring innovative new products to the marine market and generally raise the profile of the East Kent Marine industry.

Richard, who is a born and bred Kentish Man, believes that a lot of the Southampton office initiatives can be modified for local conditions and rolled out in Kent thereby reducing the lead time for implementation and creating an early impact on the burgeoning marine sector. Marine South East at this year’s SeaWork

Marine south East will again this year have significant presence at SeaWork, reflecting the organisation’s commitment to supporting the growth of the commercial marine sector in the South East.

We will again be sponsoring the Innovation Showcase and Awards, an event that has previously shown the high levels of new technology present in the South East and beyond.

Entries into the Showcase are accepted from Seawork exhibitors and an entry form can be found in the Exhibitor Manual. The entry form requests details about the product or products you want to be considered for entry into the Innovations Showcase. When we receive forms, we check that the products meet the required criteria, ie, that they are new to the commercial marine market within the past 12 months. Provided they are, and the product can be considered new and innovative then it will be accepted.

Also for a second year running Marine South East is hosting a business advice centre. This will include advisors from the Manufacturing, Engineering and Marine Skills Partnership (MEMSP), UK|Ti, Southampton University, the Manufacturing advice Service, Business Link, South East Innovation Relay among others. First set of marine apprentice mentors pass the grade

The first set of marine apprentice mentors have now finished their ten week course and there has been impressive feedback from those involved. Comments included:


"Paul has benefited from developing his mentoring and management skills and is far more focused on helping others develop."

"Early on in the programme both candidates weren’t sure whether it was going to be beneficial. Now that they are applying what they have learned to the workplace they understand the relevance of the content."

"Although I have had many years of experience Mentoring Apprentices in the workplace, the group work involved in the programme has enabled the sharing of ideas and good practices. This has been really beneficial."

"I have found the course very instructive, especially the different types of learning styles. Being on the programme should enable me to offer more effective support to our new apprentice."

There are also some opportunities for companies interested in hosting young people for apprenticeships, work placement, work trials or Saturday jobs. The students have been on courses including marine engineering, composites, boat building, electrics and electronics. All of them have either a City & Guilds level 2 or an NVQ level 2 in Performing Engineering Operations.

The next apprentice mentoring course will begin at Eastleigh College soon after Easter. Marine Skills Centre

Marine Industries Skills Centre opens its doors for first time

The Paragon and ITE Training Group opened a new training centre for the marine industry across Hampshire and the Isle of Wight on Tuesday 20th March. The development of The Marine Industries Skills Centre in Fareham is part of the expansion of the Group’s presence in the area.

The Centre was officially opened on the 20th March by Mrs Anne-Marie Mountfield, Partnership Director of Hampshire and the Isle of Wight Learning and Skills Council and Adrian Humphries, Chairman of Paragon and ITE Training Group.

Opening the Marine Industries Skills Centre, Mrs Mountfield said: “The investment of nearly £1m has allowed learners to access and take part in programmes dedicated to Marine training. It will be a boost to the local area and to our ambition of producing world class skills.

“Paragon and ITE Group should be applauded for its commitment to this Centre and to the development of this facility.”

The new centre will add to the company’s current training facilities, and will mean vastly improved training facilities for young people and for local employers. The 13,000 square foot development is part of an initiative to provide opportunities for the local community to grow the skills needed by employers in the marine sector.

Paragon and ITE Training Group offers training for both young people and adults; for Apprentices, skilled workers and for employers wishing to send their staff on update courses. As a partner of the South East Centre of Vocational Excellence for Marine Industries, the Group aims to improve national competitiveness for the industry through training.

The new centre will provide state-of-the-art practical training workshop areas for marine engineering, boat building and marine electrical training, superbly equipped classrooms and pneumatic and hydraulics training equipment.

Steve Vernon is the Project Manager for the new development and states: “The Marine Industries Skills Centre is an invaluable asset to local industry and will improve our facilities for both practical and theoretical training for marine qualifications. It is an investment into the future of Fareham.

“We continue to work closely with employers, which will ensure that the new centre meets the needs of the industry and this community both now and in the future. We very much welcome the opportunity to show the centre to both local residents and employers alike.”

Southampton University

Noise and vibration training being tested

Marine South East has been working in partnership with the BMF to fund a 'Noise and Vibration Awareness' Course which is initially being delivered as a pilot to staff at Halyard (M&I) Ltd.

The Institute of Sound and Vibration Research based at the University of Southampton was commissioned to develop the training course to give an understanding of the EU amendment to the Recreational Craft Directive (RCD) which places specific requirements on Boat Builders and Engine Manufacturers to limit noise emissions from craft.

Although the requirement became a mandatory part of the RCD in January 2006 there is still a great deal of confusion and ignorance of the implications and what action is required from the marine sector.

Following the delivery of the pilot course the British Marine Federation is planning to develop the training and offer it to a wider audience of Boat Builders and Designers later this year.

Superyacht tour 07

High hopes for marine businesses following visit from international superyacht professionals

International superyacht representatives will today end their three-day visit to UK marine companies[see full list of local companies at end of release]. The tour of excellence, organised by Superyacht UK, an association within the British Marine Federation, and supported by UK Trade and Investment (UKTI), involved introductions to 70 UK companies through site visits, networking events and a exhibition showcase.

The 27 delegates, made up of Captains, project managers, yards, brokers and designers, visited a number of businesses including South east companies: Oceanair, Lewmar, B&G, Simrad, Ocean Safety, Southampton Yacht Services, CJR Propulsion, Berthon Boat Company, Formula Yacht Spars, Green Marine, Dixon Yacht Design, Laurent Giles Naval Architects, SP Systems and UKSA

Similar events organised over the past four years have resulted in millions of pounds of business for UK marine companies and early signs from this visit are equally positive.

Toby Allies, International Director, British Marine Federation commented, "The Tour of Excellence is an excellent opportunity for British companies to network with potential buyers. The UK marine industry is a manufacturing success story, and the Superyacht sector is internationally recognised for high quality and innovative design and this event provides a showcase for our industry. We are confident that this visit will result in significant orders for the industry as in previous years."

One of the visiting delegated was equally impressed, Alexander Höfling, Head of Yacht Purchasing, Lürssen Werft GmBH & Co stated, "It's been both entertaining, efficient and a very well organised event. It has been a perfect insight in to the UK supply chain, which will be very helpful for future purchasing decisions."

His views were supported by a second delegate Captain Mark Jasper, Anna Christina, "We have packed a great deal of useful information in a short time, I hadn't previously thought about the UK in terms of superyacht build and it's been ideal to gain a first hand impression of UK superyacht equipment and UK capability."

Formula Yacht Spars named South East exporter of the year

Lymington based, Formula Yacht Spars, one of the largest producers of performance carbon and aluminium yacht spars, was awarded the prestigious accolade of South East Exporter of the Year at the recent UK Trade and Investment (UKTI) awards.

Formula Yacht Spars was presented the award at the UKTI international Awards dinner at Mercedes Benz World, Brooklands on Thursday 22nd March. Formula also walked away with the High Growth Award for demonstrating significant growth in international trade at a sustained level.

Richard Balding, Chairman, and Mark Merritt, Group Managing Director, both of Formula Yacht Spars accepted the award from Jeff Alexander, an Executive Director of the South East of England Development Agency (SEEDA), and Richard West, formerly of McLaren and Williams Formula 1 teams.

“We are delighted that our efforts have been rewarded,” said Mark Merritt after receiving the award. “This shows what can be achieved by a hard working and dedicated team and demonstrates our commitment to global markets. Our export turnover has increased by nine-fold since 2004, which now accounts for nearly 70% of our total turnover.”

The Formula Group continues to go from strength to strength and the award follows the company’s acquisition of Black Flag Composite in France, which has greatly expanded their European base and led to Formula being recognised as one of the most technically advanced composite companies in Europe.

Waterfront strategy Workshop, Friday 27th April 2007

Venue: Southampton Football Stadium

Consultants Adams Hendry have been appointed to take forward the consultancy work in partnership with Marina Projects Ltd and WS Atkins on the development of a waterfront strategy for the Solent.

Mapping, business survey work and supply chain analysis will take place over the next few months, with an anticipated completion date in late July.

As part of this consultancy work, SEEDA and Marine South East are holding a workshop to collect together important input from local businesses. The workshop is being held on Friday 27th April at Southampton Football Stadium. There will then be a follow-up workshop in July.

Annual British Naval Equipment Association Reception & Buffet Luncheon, Wednesday 27 June 2007

Venue: HQS Wellington, London

The Chairman of the British Naval Equipment Association Council and the members are again be hosting the overseas Naval Attachés & Advisers based in London at a reception and buffet luncheon.

This year the event will again be held on board HQS Wellington which is the Livery Hall and prestigious home of The Honourable Company of Master Mariners.

This is a well established opportunity to meet and lunch with the official naval representatives from potential customer countries. It is also a good occasion to network representatives from the Ministry of Defence and the Defence Industry as the event is also open to non-SMI/BNEA members.
