Marine South East evolves into new phase of development

Marine South East's contract with SEEDA came to an end on 31st March 2011, after which the company is moving forward to evolve and develope over the next 12 months with an exciting portfolio of funded projects.

Marine South East will continue as a not-for-profit company limited by guarantee working within the wider maritime sector supporting growth and investment in the marine industry as well as identifying opportunities for marine companies in the region.

Marine South East is already developing partnerships and working relationships with the organisations replacing SEEDA as well as building on our existing contacts for the benefit for the marine industry.

WICO Guidelines to be presented at EU Sustainable Energy Week 14th April 2011

The Guidelines to promote the deployment of small wind systems along European Coastlines will be presented during the EU Sustainable Energy Week taking place in Brussels in April 2011.

The WICO presentation will take place on Thursday 14th April from 10.00-13.00 at the Emilia-Romagna Region Representation in Brussels, Avenue de l'Yser, 19-1040 Brussels (1st Floor).

WICO, a project financed from the INTERREG IVC POWER Programme is aimed at promoting the development of a low carbon economy and the reduction of greenhouse emissions.

The WICO partners - Province of Ravenna (lead partner) from Italy, Diputacion Huelva from Spain and Marine South East from the UK have identified small wind systems as a possible technology which is capable of integration with other types of Renewable Energy Systems, to exploit renewable resources such as onshore and offshore coastal winds and urban airstreams.

As part of the project the partners have collected data from strategically placed anemometers and pilot installations and conducted in depth research into the national policies, markets and technological background to produce Guide Lines to encourage the deployment of small wind systems to generate viable renewable energy.

The WICO presentation at the conference will be introduced and chaired by Mr Andrea Mengozzi, Energy and Environment Councillor of the Province of Ravenna.

The agenda will include:

* Welcome - Mr Vittorio Prodi Honourable Member of the EU Parliament Environment Commission

* Presentation of the POWER Programme - Ms Janet Borgers , POWER Programme Secretariat

* Presentation of the WICO Project and overview of the Guide Lines - Larry Parker, Energy Agency Diputacion de Huelva

* The WICO experience in steering policies and simplifying procedures to encourage the deployment of small wind systems - Marco Bacchini, Province of Ravenna

* Barriers preventing the deployment of small wind systems and economic advantages - Simon Powell, Marine South East

* Development, evolution and technical characteristics of small wind systems - Francesco Matteucci, Provice of Ravenna

* The contribution of ENEL.SI to the development of the WICO project - Adriano Sabene, ENEL.SI

* Conclusions - Enrico Cocchi - General Director of programming and European relations of Emilia-Romagna Region

This will be followed by a panel discussion including the participation of the tourism association of the Province of Ravenna bringing their considerations on the project following their direct involvement in testing small wind turbines.

The Guide Lines will be distributed to all participants and a buffet lunch will be offered at the end of the conference.

Coast to Capital - Sussex Local Enterprise Partnership board announced

The Coast to Capital Local Enterprise Partnership Board has been appointed following tremendous interest from the business community.

John Peel OBE has been appointed Chairman alongside seven business representatives, five local authority leaders, together with a representative from higher/further education.

Included in the new board announcement is Iain Shepherd, Chairman of Marine South East and Managing Director of marine defence company MARCOM Defence who will represent marine business interests on the new Coast to Capital LEP board.

The Board will take the lead in shaping and driving the formation of the Coast to Capital Local Enterprise Partnership and its strategies and work programme.

The Coast to Capital LEP has set itself challenging objectives to support enterprise and entrepreneurship and boost exports. Their plan is to help local business grow and deliver better economic performance across our region.

Coast to Capital will have close working relationships with the five Area Partnerships for the business areas within Coast to Capital - Brighton & Hove, Croydon, Gatwick Diamond, Coastal and Rural West Sussex.

Wind of the Coast (WICO) 4th Newsletter available to view

The latest newsletter to have been produced by the Wind of the Coast (WICO) project is now available to download.

WICO (Wind of the Coast) is a European funded project looking at small-scale wind coastal renewable energy initiatives. The project's latest newsletter has just been published online to update interested parties on the activities to date.

Search for low-cost tidal stream energy converter arrays

The Energy Technologies Institute (ETI) has started the search for organisations and consortia capable of designing and demonstrating low-cost commercial scale tidal stream energy converter (TEC) arrays.

The project will be commissioned in two phases. The first will require organisations to identify specific technical opportunities for reducing the cost of energy of TEC arrays and the second will be the development and demonstration of the best opportunities as part of a TEC array demonstration.

It is expected that there will be opportunities for cost reduction throughout the array system, but novel support structures such as foundation design, innovative power take off (PTO) systems, and subsea infrastructure and network connection are the primary areas of interest to the ETI.

These innovations will be applied to create low through-life cost, commercial scale, horizontal-axis axial-flow TEC arrays, which will improve the competitiveness of the industry and accelerate array deployment.

The ETI is looking for teams that have a broad range of skills in TEC device and array design, offshore engineering and deployment, offshore electrical systems and major engineering supply chain groups.

The deadline for the notification of intention to submit a proposal is 6th May, 2011 and all proposals must be received by 23rd May, 2011.

A project briefing event will be held at the Institute of Engineering and Technology, Savoy Place, London on 7th April. The briefing will be followed by an industry networking event open to all interested parties hosted by RenewableUK.

Seafarers take part in project to look at fatigue in ships' watchkeeping

Project Horizon is a European Commission funded project investigating the impact of fatigue on the cognitive performance and decision-making of ships' watchkeeping officers.

The €3.78m project has captured the interest of the shipping industry as concern rises over incidents and accidents at sea that are increasingly attributed to seafarer fatigue.

A number of experienced seafarers are currently taking part in simulations at Warsash Maritime Academy. The data collected from the experiments will then be analysed using mathematical and regression modelling techniques to determine the effects of fatique on the cognitive performance of maritime watchkeepers under different watch patterns.

Bureau Veritas has the task of examining hours of video imagery which may assist in recognising signs of sleepiness.

Stockholm University will be producing a Fatigue Management Toolkit, as an output from the project and which aims to offer guidance on recognising the onset of fatigue and potential means for its mitigation. Consideration is being given to how the Fatigue Management Toolkit can best be presented to be of use to those in the industry and concerned with its management and regulation.

The project has been developed and led by Warsash Maritime Academy and brings together academics from Southampton Solent University, Chalmers University of Technology in Sweden, the Stress Research Institute from Stockholm University and Bureau Veritas Marine Division, along with representatives from other shipping and maritime organisations including the MCA and MAIB in Southampton.

2010 National Watersports Survey published

The National Watersport Survey, commissioned by the RYA, BMF, RNLI, MCA and new partner, the BCU, seeks to benchmark watersports participation rates and monitor trends.

Now in its ninth year, the latest National Watersports Survey, results indicate that despite a marked decline in casual participation (less than five times per year) in sailing, there has been a marked increase in enthusiast participation (those who participate more than 13 times a year).

The survey reported that some 2.9 million UK adults participate in the boating activities surveyed, from sailing and powerboating to personal watercraft and windsurfing. Generally speaking across all these activities occasional and enthusiast participation has remained relatively stable, with sailing enthusiast figures increasing by 6.8 per cent compared to 2009.

However, overall, all activities have shown a decline in participation, with small sail boat activities and yachting cruising having been the hardest hit.

The survey looks at a variety of factors including participation by gender, age and ethnicity, frequency, demographics and life stage.

Other results for the 2010 survey include:

* 1.1 million boats/craft are owned by UK households with the most common being a motor/power boat

* Households in the South West have the highest proportion of boat owners followed by the South East and Northern Ireland

* Canal boating is the only activity with similar levels of male and female participation

* There is an increase in the proportion of activity taking place in the UK. This is because of a decline in the number of overseas holidays by UK residents in 2010 compared to 2009.

Inward Trade Mission from Erhama bin Jaber Al Jalahma Shipyard, Qatar, 4th April 2011, London

The Society of Maritime Industries is arranging an important inward mission by senior representatives from the massive new shipyard, which has been constructed in the Port of Ras Laffan (near Doha) in the State of Qatar.

The shipyard has been designed to undertake:

* Repair and conversion of all sizes of vessels up to and including ULCC
* Construction and maintenance of offshore structures and land-based petro-chemical plants
* Construction of commercial and defence vessels with a length up to 120m, e.g. tugs, OSVs, fast patrol boats and corvettes
* Construction and refit of superyachts


Qatar Gas Transport Co Ltd (Nakilat), with its Joint Venture Partners, responsible for the operation of the facilities, are focusing on developing the marine infrastructure in Qatar. There are now therefore a number of opportunities for British Marine Equipment and service providers.

Poland Yard Tour 16th -19th May 2011

The BMF are organising a Polish yard tour taking place 16th - 19th May 2011.

The tour will encompass yard visits to production boat builders such as Galeon, Sunreef and Delphia as well as others. This tour is a cost effective way to acquire introductions to the yards and meet the key purchasing decision makers at each of the yards. There will be a possible distributor evening meal if there is enough interest from delegates.
